Torrington mayor gets it right

Torrington Mayor Ryan Bingham is trashing a proposal that would change how the northwest Connecticut city collects its garbage.  A Blue Ribbon Commission had recommended the city change how it charges for roadside trash pick up because it is not equitable.  Currently, garbage pick up is funded, as most city services, by the property tax.  The commission wanted to adopt a pay-as-you-throw plan, because single family homes generate less refuse than multifamily dwellings.   The panel also wanted residents to buy special garbage bags to dispose of waste, as an incentive to increase recycling and underwrite the $3M it costs Torrington to collect the trash.

Commission chairman Mike Clark said the mayor disposed of the plan,  because of the economy and the cost to residents.
